How does "The Departed" fit with other Best Picture winners?
Reasonably well, at least judging by critical reaction. Rotten Tomatoes puts it at Number 30 of 80 by that barometer - http://www.rottentomatoes.com/features/special/2007/botbp/

Cultural illiterate me, I've only seen 18 then.

I don't remember how many I've seen/haven't seen, but I do remember looking at the list and "huh"-ing at a few of the titles. I've never even heard of "Marty" or "Rebecca". And somehow it surprises me that 'Godfather' was the highest scored/rated movie.

Not as surprising that I, having grown up in the Bronx to Italian parents, never say any of the Godfather movies.
